You are hereby summoned to join a Meeting of Navenby with Skinnand Parish Council to be conducted in the Parish Office, on Tuesday 4 August 2026 at 7.00pm.
PUBLIC FORUM
Prior to the commencement of the meeting there will be a 15 - minute Public Forum
During which members of the public may ask questions or make short statements to the Council.
Each person may speak for three minutes on matters concerning the parish before official business begins.
Members of the public and press are welcome to stay for the meeting but may not participate unless invited to do so by the Chairman.

AGENDA
1. Chairman’s Welcoming Remarks.
2. Apologies for Absence. To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk before the meeting.
3. Declarations of Interest. To receive declarations of interest in accordance with the Localism Act 2011 and to consider any requests for dispensations in relation to pecuniary and/or prejudicial beneficial interests.
4. Minutes. To approve and accept the minutes from the Parish Council meeting, held on Tuesday 7 July 2026.
5. Matters Arising. To provide an update on actions from the last Meeting.
6. Task Tracker. To review the Task Tracker in order to identify and progress issues outstanding.
7. Financial Report. To resolve and approve the financial report and authorise payments for: July 2026.
8. Police Report. None received.
9. Councillors’ Reports. To receive reports from the District and County Councillors.

a. To consider applications.
1) Application 26/0575/FUL Land To The North Of Heath Lane, Navenby LN5 0AY.
b. To note planning correspondence.
1) New Houses on Gas Lane. To receive feedback on outcome of Application 26/0616/VARCON Former Butchers Processing/Production Unit, Gas Lane, Navenby.
2) Proposed Electricity Sub-Station. To agree that the Parish Council will lodge a formal objection to the planning application for an electricity sub-station on Heath Lane, by the NKDC deadline of 23 August 2026, drawing on the detailed findings of the Cliff Villages Solar Action Group.
c. To consider tree works.

11. Correspondence. To consider correspondence received.
No correspondence requiring decisions received.
12. Bank Signatory Amendments. To vote on the removal of Cllr Munton as a Co-operative Bank signatory and the appointment of Cllr Thompson-Burt in her place.
13. Drafting Agenda Items. To brief Councillors on how to draft Agenda Items.
14. Contractor Training. To agree to spend up to £500+VAT for the Parish Council’s contracted handyman to undergo training with LALC (or another provider if they can deliver the training more quickly) so that he can conduct and record proper weekly inspections of the Parish Council’s playground equipment in order to ensure that issues are dealt with promptly.
15. Parish Council Newsletter. To agree the sum of up to £750 + VAT to print and distribute a second iteration of a Parish Council newsletter to all residential and business addresses in Navenby in order to foster community engagement.
16. Gas Lane Parking Restrictions. To agree to seek Highways’ permission to extend the existing double yellow lines in Gas Lane from the start of the lane to a point in line with the end of the garages on the southern edge of the lane in order to maintain residents’ access to their drives and ensure that emergency vehicles are able to access the full length of the road.
17. Clerk’s Feedback. To receive an update from the Clerk regarding her induction and settling-in period in order to capture any learning points for Councillors.
