1. Chairman’s Welcoming Remarks.  
 
2. Public Session.  The Public Session will last for up to fifteen minutes. Members of the Public may ask questions or make short statements to the Parish Council.
 
3. Apologies for Absence.  To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk before the meeting.
 
4. Declarations of Interest.  To receive declarations of interest in accordance with the Localism Act 2011 and to consider any requests for dispensations in relation to pecuniary and/or prejudicial beneficial interests.
 
5. Minutes.  To approve and accept the minutes from the Parish Council meeting held on Tuesday 4 August 2026. 
 
6. Matters Arising.  To provide an update on actions outstanding from the last Meeting.
 
7. Task Tracker.  To review the Task Tracker in order to identify and progress issues outstanding.
 
8. Financial Report.  To resolve and approve the financial report and authorise payments for August 2026.
 
9. Coop Bank Access. To receive an update from the Clerk/RFO on current banking situation regarding signatories.
 
10. Police Report.  None received.
 
11. Councillors’ Reports.  To receive reports from the District and County Councillors.
 
a. Update on resident’s request to ban HGVs on Green Man Road.
 
12. Planning.
 
a. To consider applications. 
 
(1) Application Reference: 26/0980/HOUS - Proposal: Erection of single storey side extension at 66 East Road Navenby Lincoln Lincolnshire LN5 0EP.
 
(2) Application Reference: 26/0934/HOUS - Replacement windows at 1 Winton Gardens Navenby Lincoln Lincolnshire LN5 0TA.
 
b. To note planning correspondence. 
 
(1) To receive feedback on outcome of Application Reference: 26/0423/FUL Proposed photovoltaic array to existing pitched roofs 40 High Street Navenby.
 
(2) To receive an update from the Chair regarding Navenby PC objection to planning application 26/0575/FUL – 400 kV electricity substation at Navenby.
 
c. To consider tree works.  
 
(1) No applications.
 
13. Correspondence.  To consider correspondence received.
 
a. Resident’s email suggesting HGVs be banned on Green Man Road because of safety and damage issues at its junction with the A607.
 
b. Resident’s email seeking support to ask LCC Highways to conduct a safety review of the A17/Brant Broughton turnoff because of the number of serious collisions that have occurred there.
 
c. LCC’s email seeking permission to use The Venue as a Community Emergency Support Centre if available.
 
14. CIL funding.  To receive an update from the Clerk/RFO on the annual report required for the £1726.80 CIL funding allocated by NKDC, including any constraints on how it can be spent.
 
15. Planning Application for InPost Locker Installation.  As the PC is legal owner of The Venue, authorise Cllr Hall to submit to North Kesteven District Council on behalf of the NPFA an application to install an InPost locker at The Venue in order to raise revenue for the Charity.  
 
16. Laptop and Mobile Phone Purchase.
 
a. To approve the expenditure of up to £1440 (incl VAT) to purchase a second laptop and a second mobile phone for the Parish Office, in order to allow the Clerk and RFO to work from home at the same time when appropriate.
 
b. As these requirements were not identified when this year’s budget was calculated, approve that they be paid for by transferring money from the wages budget line (currently underspent because of the time spent without a Clerk) to the IT budget line.
 
c. Agree that in accordance with NPC Financial Regulation 5.12.iii, there is no requirement to seek three quotes as these goods constitute extensions to our existing IT and telephone contracts.
 
17. Gas Lane Parking Restrictions.  To receive an update from Cllr Miller and agree to seek Highways’ permission to extend the existing double yellow lines in Gas Lane from the start of the lane to a point in line with the end of the garages on the southern edge of the lane, as well as any other viable proposals from Gas Lane residents, in order to maintain access to their drives and ensure that emergency vehicles are able to access the full length of the road.
 
18. NJFC. To receive an update from the Chair on the meeting due to be held on 25 August with representatives from NJFC, Lincs FA and NPC to discuss proposed SLA Amendments.
 
19. Extension of Library into Current Parish Office Space.  To agree to seek professional advice on reconfiguring the current PC office to give more space to the library by creating a smaller, better-designed working space for the Clerk and RFO, with any fees paid for from the money held by the PC for the library.
 
20. NKDC Local Champion Nomination.  To consider whether the PC wishes to nominate anyone for the NKDC’s annual local champion award, and if so, agree who is responsible for submission – closing date 14 September 2026. (in accordance with Standing Order 3c, if any members of the public are still present at this time the Chair will propose that they be asked to leave because of the confidential nature of the discussion).
 
21. Date of next meeting.  6 October 2026.
