You are hereby summoned to join a Meeting of Navenby with Skinnand Parish Council to be conducted in the Parish Office, on Tuesday 3rd March 2026 at 7.00pm.
AGENDA
1. Chairman’s Welcoming Remarks.
2. The PUBLIC SESSION will follow and last for fifteen minutes. Members of the Public may ask questions or make short statements to the Parish Council.
3. Apologies for absence and declaration of interests - to receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting. And, in accordance with the requirements of the Localism Act 2011, consider any applications for dispensations in relation to pecuniary and/or prejudicial beneficial interests.
4. To approve and accept the minutes from the Parish Council meeting, held on Tuesday 3rd February 2025; and to review outstanding actions from previous meetings.
5. To resolve and approve the financial report and authorise payments.
6. To consider updates from District/County Councillors.
7. To consider matters pertaining to local Policing.
8. To consider Planning Matters:
a. Applications:
Newlands, 2 Crossfield Road. 26/0169/HOUS. Single storey rear extension.
1 Overton Close. 26/0055/HOUS. Remove existing hedge and replace with 2m high fence and gates to western boundary of property.
b. Correspondence:
Notification of Decision. Ridge View, Lowfields. 26/0007/HOUS. Proposed erection of two storey side extension and attached garage and remodelling of existing farmhouse together with reinstatement of former access to dwelling. Approved.
Notification of Decision. Aviaries, 44 High Street. 25/1588/HOUS. Erection of single storey rear extension, 2no. dormers at the rear along with alterations. Approved.
28 January. Local Resident. Request to discuss potential of opening a children’s day nursery in local area, and to engage with Parish Council to better understand the feasibility of such a provision within the community.
13 February. Enzygo. Offer to discuss Wellingore BESS proposal with Councillors on 10th March at 6pm at the Parish Office.
18 February. Fosse Green Energy Limited. Invitation to next Community Liaison Group meeting on 4th March at Oliver Roper Parish Meeting Room, Thorpe on the Hill, at 5:30 - 6:30pm.
21 February. Youth Club Coordinator. Request for Councillors to attend Youth Club session at 6pm on 20th March to discuss playpark refurbishment plans, particularly regarding replacement of North Lane Slide, and consult with playpark users.
23 February. Openreach. Safety concern regarding telegraph pole at 10 Gas Lane. Urgent Requirement to remove and reinstall light after pole is replaced.
c. Tree Conservation: To brief Councillors on 3-yearly tree inventory report received from NKDC (16 February).
9. Administration – To approve Financial Year 2026/27 Parish Council schedule of meetings as follows (all to commence 7pm unless stated otherwise):

10. Streetlights – To discuss lack of a streetlight at the western end of Green Man Road, and to consider whether to apply to Openreach to ascertain whether they would allow a streetlight to be mounted on the extant telegraph pole.
11. Streetlights – To approve removal and reinstalment of streetlight, after telegraph pole is replaced at 10 Gas Lane, by Eon at a cost of £1,757.40 (incl VAT).
12. Governance – To agree terms of the Letter of Engagement (13th February) for (previously approved) Lincolnshire Association of Local Councils 100-point audit of Navenby Parish Council processes and procedures.
13. Events – To brief Councillors on Xmas Market/Lights planning and to approve scope of, and Parish Council support for, the event.
14. Finance - to agree 3rd signatory for Parish Council bank account.
