You are hereby summoned to join a Meeting of Navenby with Skinnand Parish Council to be conducted in the Parish Office, on Tuesday 10th January at 7.00pm.
AGENDA
1. Chairman’s Welcoming Remarks.
2. The PUBLIC SESSION will follow and last for fifteen minutes. Members of the Public may ask questions or make short statements to the Parish Council.
3. Apologies for Absence and declaration of interests - to receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting. And, in accordance with the requirements of the Localism Act 2011, consider any applications for dispensations in relation to pecuniary and/or prejudicial beneficial interests.
4. To approve and accept the minutes from the Parish Council meeting, held on Tuesday 13 December 2022. Clerk to update on any outstanding actions.
5. To resolve and approve the financial report and authorise payments.
6. To consider updates from District/County Councillors.
7. To consider matters pertaining to local Policing.

b. Correspondence:
22/1532/PNND 54 High Street Navenby – partial change of use from commercial to residential for x 2 flats. Approved.
22/1547/FUL Barn Farm Lowfields Navenby – installation of x 12 LPG fuel storage tanks. Approved.
c. Tree Conservation:
22/1763/TCA 15 North Lane Navenby – various tree works.
22/1768/TCA North lodge 6 North Lane Navenby – felling and pollarding of trees.
22/1770/TCA Ashbrook 3 Maidenwell Close Navenby – crown lift to ash tree.
9. To consider correspondence.

10. 2023 Coronation of King Charles – the Council to consider engaging with residents in respect of organising an event to celebrate the coronation.
11. Review of Parish Field Tenancy Agreement – acceptance of Brown & Co Terms & Conditions, approval of the quotation for £250 and consideration of a potential conflict of interests between Brown & Co and the NPC tenant.
12. Budget & PRECEPT for FY 23/24 – firstly to consider and approve the Budget for FY 23//24 and subsequently to consider & approve the PRECEPT for FY 23/24.
13. Residents E Mail Distribution List – consideration of the response to NPCs advert in the Graffoe LINK and approval for the Clerk to manage a resident’s mailing list for items of interest.
14. 1st Waddington (RAF) Girl guides – to consider and approve a request for a donation of funds in respect of a forthcoming trip to Switzerland.
15. LINDUM Group Housing Needs Survey – to consider & approve the draft formal response prepared by Cllr Gunning.
16. Updates from Portfolio Holders
a. CEMETERY – Consideration and approval of a quotation (£4,600) for stonework repairs to the cemetery lych gate. Area of concern - additional decoration of some memorial stones and their plots with unapproved mementos – Cllr Gunning to propose a formal inspection of the cemetery.
b. HIGHWAYS – update from Cllr Woollas on proposed new Bus Stop & Shelter at Top Farm estate. Update from Cllr Burt on progress with the Community Speed Watch initiative.
c. NAVENBY CAR SCHEME – update from Cllr McRitchie & Woollas.
d. PLAY AREAS – update from Cllr East. To consider & approve a quotation (£3,250) for the ROSPA 2022 remedial repairs in respect of North Lane & Twenty Row play areas.
e. SCHOOL HOUSE TRUST – update from Cllr Lamyman.
f. LIBRARY – update from Cllr Watts.
g. WEBSITE/IT - update from Cllr Carless & Cllr Delves and to consider the amendments required to the NPC Social Media pages.
