You are hereby summoned to join a Meeting of Navenby with Skinnand Parish Council to be conducted via Video Link (Zoom), on Tuesday 6 October at 7.00pm.
Agenda
1. Chairman’s Welcoming Remarks.
2. The Public Session will follow and last for fifteen minutes. Members of the Public may ask questions or make short statements to the Parish Council. (Zoom Meeting ID No: 251 397 6962)
3. Apologies for Absence and declaration of interests - to receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting. And, in accordance with the requirements of the Localism Act 2011, consider any applications for dispensations in relation to pecuniary and/or prejudicial beneficial interests.
4. To approve and accept the minutes from the Parish Council meeting, held on Tuesday 1 September 2020. Clerk to update on any outstanding actions.
5. To resolve and approve the financial report and authorise payments (Appendix A).
6. To consider updates from District/County Councillors.
7. To consider matters pertaining to local Policing.
8. To consider Planning Matters:
a. Applications – 20/1090/HOUS proposed extension to dwelling & erection of single garage to 26 Clint Lane. 20/1102/ADV erection of development sign on land of High Dike. 20/1048/VARCON vary condition 8g(windows) to The Nook 8a East Road. 20/1188/HOUS & LBC various improvement works to Clint House 1 Clint Lane.
b. Correspondence – 20/0931/HOUS proposed rear extension approved.
c. Tree Conservation – 20/1172/TCA various tree works at 17 Clint Lane. 20/1177/TCA various tree works at 15 Henson Drive.
9. To consider correspondence.
a. 6 Sep - E mail from resident regarding the trees in the Cemetery adjacent to Centurion Close.
b. 14th & 15th Sep – Emails from residents regarding increased dog fouling in North Lane.
c. 22 Sep – E mail from GOV.UK – QR Poster Service.
10. To discuss the donation of the wheelright’s bench to the Parish Council.
11. To consider the recruitment of a new Parish Councillor and the reassignment of the Mental Health Portfolio.
12. To consider a proposal by the Chairman to buy a Village Christmas Tree.
13. To consider & approve the NALC 2020 Pay Award for the Parish Clerk & Assistant Parish Clerk.
14. Updates from Portfolio Holders:
a. Cemetery – ongoing tree works, update from Clerk.
b. Highways – update from Cllr Woollas Road Safety Review.
c. Youth Club (ACTS) – update from Cllr Hall. Consider & approve additional COVID weekly cleaning costs.
d. Navenby Car Scheme – update from Cllr Woollas.
e. Play Areas – (1) consideration of the ROSPA 2020 Safety Inspection reports and (2) NEWBY Leisure planned repair works in North Lane w/c 16 Oct 20.
f. School House Trust
g. Cliff Cluster – update from Chairman.
h. Library – update from Cllr Watts.
i. Finance – the Clerk to update on the 2nd Precept Payment. Cllrs to consider & discuss the submission of Budget bids for FY 21/22 in light of COVID restrictions.
