1. Chairman’s - Welcoming Remarks

The Chairman welcomed all present. 

2. Public Session

There were no residents in attendance.

Cllr Gunning (in his capacity as a resident) gave a brief on the recent vandalism that occurred at the open space just off the High Dyke Road.  A break in had occurred at the adjacent RIPPON Homes building site and a number of fire extinguishers had been let off on the openspace as well as paint being daubed on the bench.  After discussion, it was agreed that the Clerk would advise NKDC of the damage to their land, report the incident to the Police and speak to the RIPPON Site Manager about the return  of one of their fire extinguishers.

Actions:  The Clerk to contact NKDC, the Police and the RIPPON Site Manager regarding the vandalism at the open space.  

3. Apologies for absence and declarations of interest in accordance with the requirements of the Localism Act 2011. Consider any applications for dispensations in relation to disclosable pecuniary and/or prejudicial beneficial interests.

Absences - none.

Declaration of Interests – none.

4. To consider and sign the minutes from the previous Parish Council Meetings, held on Tuesday 7th February 2023.

It was proposed by Cllr McFaul and seconded by Cllr Watts and therefore RESOLVED that the minutes from the previous Parish Council meeting, held on 7 February 23, should be accepted as a true record of the meeting.  NB All Cllrs voted in favour of the motion.

5. To consider the financial report and authorise payments (Appendix A).

It was proposed by Cllr Gunning and seconded by Cllr Lamyman and therefore RESOLVED that all expenses listed in Appendix A were authorised. NB All Cllrs voted in favour of the motion.  Cllr Lamyman advised that he’d authorise the payments online.  

6. To consider updates from District/County Councillors.

Both Cllr Hagues & Overton were in attendance and briefed as follows:

7. To consider updates from local police.

The Clerk advised that NPC had been informed that a new PCSO was now in place and actively policing the village. 

8. To consider Planning Matters

a. Planning Applications – None.

b. Correspondence – None.

c. Tree Conservation – No comments.

9. To consider correspondence.

Cllr Woollas asked that the Clerk report the issue of an unsafe doorstep protruding onto a footpath outside Clint House on Clint Lane.  It was agreed that the Clerk would approach Highways for some guidance on how the area could be made safer.

Action:  The Clerk to contact Highways in respect of the doorstep @ Clint House. 

10.  2023 Coronation of King Charles – the Council to consider engaging with residents in respect of organising an event to celebrate the coronation. 

Cllrs Burt & McFaul gave an update on the progress made so far in respect of organising an event for Sat 6 May 23.   Cllr McFaul handed out a spreadsheet which listed all the planned events and anticipated expenditure.  

11.  Citizens Advice Mid Lincolnshire – the Council to consider the request for a donation.

After discussion, it was proposed by Cllr Carless and seconded by Cllr East and therefore RESOLVED that NPC would make a standard £80 donation based on the CAB holding a session @ the Parish Office for local residents.  NB All Cllrs voted in favour of the motion.

12.  Updates from Portfolios Holders:

a. Cemetery

Repair of Lych Gate – Cllr Gunning advised that he had met up with the Contractor to discuss the possible options for repairing the stone pillars.  After assessing the condition of the Lych Gate, the Contractor advised the he would submit a quote for repairing the stonework pillars and the low wall.

Refuse Bins – Cllr Gunning asked that the Clerk contact NKDC to see if it would be possible to get either another wheelie bin or a large commercial style bin to cope with the amount of rubbish.

Review of the condition of the cemetery – Cllr McRitchie asked when a formal inspection of the cemetery was to be undertaken?  Cllr Gunning advised that he was looking to conduct a visit in the coming months.

Action:  The Clerk to contact NKDC regarding providing a larger refuse bin for the East Road cemetery. 

b. Highways

Traffic congestion outside the Primary School – Cllr Gunning advised that parking along East Road at school drop off and pickup continued to be an issue.  Even though parents were being asked to park considerately there were still instances of dangerous parking which could seriously reduce the line of vision for drivers.  The situation would continue to be monitored.

Pot holes – Cllr Woollas advised that the first lot of pot holes identified for filling and already been repaired.  He would continue to identify as they appeared and report them to the Clerk.

Proposed new Bus Shelters adjacent to Top Farm development - Cllr Woollas advised that it would not be possible to have new Bus Stops installed by LCC in this FY due to a lack of funding.   Cllr Overton was asked to investigate the provision of bus stops for the Top Farm development. Cllr Woollas also advised that he’d look into the possibility of erecting a new bus shelter @ Luke’s Barbers so that residents could have a little more protection from the elements.

Navenby Village sign found during litter pick – Cllr Gunning asked that the Clerk contact Highways and see if the sign could be reinstated.

Purchase of Qty 10 30 MPH Warning Signs from LRSP – due to most of the existing signs having been vandalised or stolen a discussion took place regarding their replacement.  After consideration, it was proposed by Cllr Gunning and seconded by Cllr Carless and therefore RESOLVED that the Clerk purchase another 10 signs at a cost of £100 from LRSP.  NB Six Cllrs voted in favour of the motion and 3 Cllrs abstained. 

Actions:  1.  Cllr Overton to look into the provision of bus stops to serve the new Top Farm development.  2.  The Clerk to contact Highways regarding the reinstatement of an abandoned Navenby village sign.  3.  The Clerk to place an order with LRSP for another 10 speed warning signs.  

Community Speed Watch (CSW) – the Chairman advised that the CSW had conducted 17 successful speed watch sessions and provided a presence at all 4 sites.  The Green Man Road and High Dyke locations had proved particularly busy with a large number of motorists caught speeding.   


c.  Navenby Car Scheme

Cllr McRitchie advised that following a resignation, the scheme had just 4 drivers left.  Renewing DBS applications and finalising the transfer of banking approvals etc were all still ongoing.


d.  Play Areas

Cllr East confirmed that nearly all the ROSPA remedials had been completed.  In respect of the proposed extension to the height of the front gate – it was agreed that a quote would have to be sought from Mr Chapman when he returned to the UK.  

e.  Schools House Trust (SHT).

f.  Library

Cllr Watts advised the library was doing well.

Cllr Delves advised that NPCs Social Media page had seen an increase in followers. 

h. VENUE Trustee Chairman

The Chairman advised that additional CCTV had now been installed in the Venue foyer and the foyer at the Parish Office due to concerns about staff safety following an anti-social behaviour incident a few weeks ago.  The review of income & expenditure for the Venue was still ongoing.

i. Community Wellbeing

No comments.

j. Speed Indicator Device (SID).

Cllr Watts advised that no data had been downloaded for the previous month due to a technical issue.  He also advised that he had met up with a representative from the Community Speed Watch Team and discussed the possibility of them taking over responsibility for the monthly data downloads.  Until such time as the CSW are able to assist, Cllr Watts advised he was happy to continue.
