You are hereby summoned to join a Meeting of Navenby with Skinnand Parish Council to be conducted in the Parish Office, on Tuesday 4th November 2025 at 7.00pm.
AGENDA
1. Chairman’s Welcoming Remarks.
2. The PUBLIC SESSION will follow and last for fifteen minutes. Members of the Public may ask questions or make short statements to the Parish Council.
3. Apologies for absence and declaration of interests - to receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting. And, in accordance with the requirements of the Localism Act 2011, consider any applications for dispensations in relation to pecuniary and/or prejudicial beneficial interests.
4. To approve and accept the minutes from the Parish Council meeting, held on Tuesday 7th October 2025. Clerk to update on any outstanding actions from previous meetings.
5. To resolve and approve the financial report and authorise payments.
6. To consider updates from District/County Councillors.
7. To consider matters pertaining to local Policing.
8. To consider Planning Matters:
a. Applications: Nil.
Ridge View Lowfields Navenby. 25/1291/FUL. Change of use from Agricultural land to Residential.
Bleak House, Lincoln Road. 25/1208/HOUS. Proposed single storey rear extension incorporating raised patio terrace and reinstatement of timber frame porch to west elevation.
Eastwood House 10A Clint Lane Navenby Lincoln Lincolnshire. 25/1182/HOUS. Proposed singe storey rear extension.
b. Correspondence:
Maidenwell Lane. Resident. Proposal to replace [temporary] rubber kerbs with small planter, with reminder of hatched space painted as single parking bay (time limited to 10 minutes) outside No 30; providing it can be done without impacting Maidenwell Lane sight lines or exit from No 30. If not, install smaller area of rubber kerbs south of planter to stop parking.
c. Tree Conservation:
The Woodlands, Maiden Well Lane. 25/1287/TCA. A - Fell mature Leylandii (for firewood and to reduce shading) B - Fell 35-year-old volunteer Ash (for firewood and to make space for adjacent Oak).
9. St Peter’s Churchyard – to discuss and approve adding tree survey required for St Peter’s Churchyard handover to annual Parish Council tree survey: at an estimated extra cost of £182.00 (minus VAT) at £3.50 per tree for 52 x church trees (in addition to 93 x PC trees).
10. Finance – to agree final version of draft figures for Financial Year 2026/27 budget/precept.
11. Audit – to discuss and approve spending up to £350 to pay LALC to conduct an in-year internal audit to benchmark NPC’s compliance with legislative and best-practice requirements for council operations.
12. Standing Orders and Financial Regulations. To discuss and approve revised Standing Orders and Financial Regulations.
